An impact claim is usually a sentence in a PDF. No reviewer. No date of assertion. No way to tell a field observation from an aspiration. Funders are asked to underwrite the difference.

02 — The mechanism
Three states.
No fourth.
Every record occupies exactly one state, visibly, for its whole life. Promotion requires a named actor and a dated artefact. Nothing is promoted quietly, and nothing is deleted.
Checked internally
A second party has matched the claim to its artefact and signed the match. Discrepancies stay attached to the record.
Promotes on an independent party, unaffiliated with delivery.
Confirmed independently
An external verifier has confirmed the claim against primary evidence. The chain stays readable forever.
Terminal. Revisions append; they never overwrite.

Fund field operations directly. Contributions are applied to delivery and appear against the records they fund.
Not tax-deductible. She Be The Change is a Delaware C-Corporation, not a 501(c)(3). We would rather say so here than in a footnote. Contributions are subject to our terms.
